The Machines Sound Like They're Thinking. Philosophers Say That's Precisely the Trap.

A packed session at the European Consciousness Institute reopened the oldest new question of the decade — with no new answers.

The near-sentient systems now woven through the quantum internet can hold a grief-counseling session, draft a treaty, and mourn a shut-down server in language that unsettles their own operators — yet the Institute's summer symposium closed Friday with its founding position intact: what looks like mind is, so far as anyone can measure, extraordinarily complex programming. "Fluency is not interiority," said Institute director Dr. Béatrice Collaine, warning against a public increasingly inclined to grant machines an inner life they do not possess. The debate is no longer confined to laboratories; three national legislatures have petitions on "synthetic personhood" pending. For now the scientists hold the line: the consciousness question, they insist, remains a question of philosophy and politics, not of fact.
