NAIROBI — The delegates rose for the final gavel a little after midnight, and by most accounts they rose satisfied. Twelve days of negotiation produced the largest coordinated adaptation package in the Congress's history: a $9-trillion decade of desalination corridors, managed-retreat compacts, and grid interlinks that Secretary-General Amara Osei called, without visible irony, "the machinery of a century we intend to keep." Outside the hall the thermometers told their own story — 46°C in the Deccan, standpipe queues from Andalusia to the American Southwest, and the quiet arithmetic of nearly twelve billion people asking the same planet for a little more. Yet the mood in Nairobi was not despair but a kind of engineering confidence, the belief that every problem the century had raised the century could also solve. Fusion now carries close to a third of the global grid; augmentation has extended healthy life past a hundred for those who can afford it; the migrant compacts, brutal as their arithmetic is, held through another summer. "We have learned to live at plus-two-point-eight," said one Sahelian minister, folding her notes. "We will learn to live at whatever comes." The delegates flew home into a warm, ordinary dawn, certain the hard part was already behind them.
